The Earl Campbell Tyler Rose Award recognizes the top offensive player in Division I who also exhibits the enduring characteristics that define Earl Campbell: "integrity, performance, teamwork, sportsmanship, drive, community and tenacity". The winner of the award must also have played football at and graduated from a Texas High School and/or currently playing at Texas Division 1 four-year college.

Mateer, originally from Little Elm, Texas, was named WSU's starting quarterback this week after a lengthy position battle with Zevi Eckhaus. Mateer has appeared in 12 previous games for the Cougars, including 11 in 2023. In that time, he has completed 15 passes on 19 attempts for 267 yards with three touchdowns and an interception. The 6'1" 219-pound Matter also has rushed for 151 yards and three touchdowns on 25 attempts.

The Cougars begin the season with Mateer under center on August 31 against Portland State.
