CIF's Thom Simmons explains how transfer rules can be changed on CIF Southern Section Sitdown

Assistant commissioner Thom Simmons sets the record straight on misconceptions regarding the office's ability to change transfer rules - that's not how it works

CIF Southern Section assistant commissioner Thom Simmons is the guest on Episode 2 of CIF Southern Section Sitdown, which is available to watch in its entirety Thursday on the section's Youtube channel.

Simmons chats with SBLive's Tarek Fattal about his 26 years in the office, how high school athletics has changed in that time, and how the section handles transfers.

In one particular instance, Simmons speaks on the misconception that the Southern Section office — or any office for that matter — can change a bylaw or rule on a whim.

That's not quite how it works. Not even the commissioner has that power.

"It's the will of the membership," Simmons said. "If the membership wanted to do something about (the transfer rule), sure there's an easy fix. ... Your league would make a proposal at council level, they meet three times a year and is comprised of the 88 leagues (in the Southern Section)."

The proposal could eventually be voted on.

"The vote just has to be a simple majority, doesn't have to be two-thirds," Simmons said. "If the majority of those leagues wanted to change (the rule) then it goes to the state federated, then all 10 sections and allied organizations (in California) would vote on it."
