The deal, pending a physical, was first reported by Enrique Rojas of ESPN Deportes.
Guerrero, who turns 36 next week, hit .300 with 29 homers and 115 RBIs with the Texas Rangers last season, and is expected to become Baltimore's primary designated hitter.
A nine-time All-Star, Guerrero would be the marquee offseason acquisition by the Orioles, who hope to end a run of 13 consecutive losing seasons.
The Orioles also signed Derrek Lee, Mark Reynolds and J.J. Hardy this offseason.
Over his 15-year career, Guerrero has hit .320 with 436 home runs and 1,433 RBIs.
