Reigning Heisman Trophy winner Jameis Winston is falling down NFL draft boards due to his off-field issues, Fox Sports' Jay Glazer reported on Sunday.

NFL general managers are moving the 20-year-old Florida State quarterback down their draft boards, or off them altogether, according to Glazer.

One of the reasons for Winston's decline is possible rule changes that would dock teams draft picks for off-field transgressions, Glazer reports.

Winston is facing a university discipline hearing regarding a sexual assault allegation from December 2012. He has been cleared on criminal charges in the case.

Winston was suspended for the Clemson game for using inappropriate language on campus and was also cited for stealing crab legs from a supermarket in April

The quarterback has 1,605 passing yards, 11 touchdowns and five interceptions in five games for the Seminoles (6-0), who dropped to No. 2 in the country in the latest Associated Press poll.
