Olson, who will replace Jedd Fisch, served in the same position for the Oakland Raiders over the last two seasons and coached Jacksonville's quarterbacks in 2012.
He has also served as the offensive coordinator for the Detroit Lions, St. Louis Rams and Tampa Bay Buccaneers.
Under Olson last season, the Raiders finished last in the NFL in yards per game and 31st in points per game.
On Tuesday, the Jaguars announced the hiring of Doug Marrone as their assistant head coach for offense and offensive line coach.
Jacksonville went 3-13 and finished in third place in the AFC South.
