McCown, 35, is set to enter free agency after spending last season with the Tampa Bay Buccaneers.
Over 11 games, he completed 56.3 percent of his passes for 2,206 yards with 11 touchdowns and 14 interceptions.
McCown has also had stints with the Arizona Cardinals, Detroit Lions, Oakland Raiders, Carolina Panthers and Chicago Bears.
EJ Manuel, a first-round pick in the 2013 draft, began last season as the Bills' starter but Kyle Ortonreplaced him in the lineup in October. Orton retiredafter the season.
McCown reportedly visited the Cleveland Browns earlier this week.
