ESPN's Rich Cimini reports that Hoyer is still having ongoing talks with the New York Jets despite leaning toward Cleveland.
The Texans have also re-signed quarterbackRyan Mallett, according to NFL.com's Ian Rapoport. Mallett started two games for Houston last season.
Hoyer, 29, went 7-6 in his 13 starts with the Cleveland Browns last season, and lost his starting job to rookie Johnny Manziel. He returned to the lineup after Manziel went on injured reserve with a hamstring injury.
Hoyer completed 55 percent of his passes for 3,326 yards with 12 touchdowns and 13 interceptions last season. The Browns finished 7-9 and lost their last five games.
