The Indianapolis Colts have selected North Carolina wide receiver Josh Downs in the third round of the 2023 NFL Draft, with the 79th overall pick.

Downs (5'9", 171, 21 years old) is obviously undersized and far under the normal thresholds that general manager Chris Ballard normally sets for wide receivers, but this appears to be a specialized player to fit new head coach Shane Steichen's offense.

Despite his lack of size, Downs is a playmaker with the ball in his hand and is a solid athlete, running a 4.48-second 40-yard dash with a 38.5-inch vertical leap and a 10'11" broad jump.

He was a highly productive player in three years with the Tar Heels, catching 202 passes for 2,483 yards (12.3 avg.), and 22 touchdowns. He also returned 26 punts for 289 yards (11.1 avg.).

Downs may compete with Isaiah McKenzie for the Colts' primary slot receiver role as a rookie.

According to the Indy Draft Guide, here is how Downs fits with the Colts:

Downs would be an automatic for the Colts if it was not for his size. His speed and route running will get him a lot of open looks and allow him to be successful in the slot. But at only 5’9” and 171 pounds, it is hard to see the Colts going so small at the position after already signing Isaiah McKenzie this offseason. Downs could have success in Indy, but he just does not fit their typical wide receiver profile.
