Arsenal will reportedly pay a £16m ($26.6 million) fee to acquire Welbeck.
Who is moving on deadline day?
According to BBC, United has told Welbeck he can leave given the impending arrival of Radamel Falcao on loan from Monaco. Tottenham and Sunderland had also expressed interest in Welbeck.
