When searching the Village Chief’s House make sure to pay attention to the paintings downstairs. The painting to the left just before the entry to the small room at the back will have an icon over it. Use it to uncover the Hidden Key.

Take the Hidden Key upstairs and use it on the drawers in Mendez’s bedroom. This will reveal the Cell for Awaiting Judgment document, giving you the location of Luis, which is exactly what you were looking for.
