In Zora’s Domain you can get inside the Water Temple, but first, you need to find your way inside.
Part of the quest chain that gets you inside the Water Temple is The Broken Slate quest. Starting The Broken Slate quest – Zelda TOTK
You’ll start The Broken Slate quest in Zora’s Domain by speaking to both Yona in Zora’s Domain, and Sidon in Mipha Court. Eventually, you will be told that Jiahto, an elderly Zora, is investigating ancient texts. Speak to Jiahto in order to start the quest.
Finding Jiahto at Toto Lake – Zelda TOTK
Toto Lake is just North of Zora’s Domain, up on the hill. It’s easiest to Fast Travel to Ihen-a Shrine near Prince Sidon at Mipha Court before Paragliding down to it.
You’ll know you’re there once you spot a Zora guard, Dunma, overlooking a small cave.
You’ll find Jiahto inside the cave.
The Broken Slate quest solution – Zelda TOTK
Jiahto needs the rest of the slate in order to read what it says, and it has a crucial clue to getting up to the sky.
Look to the left side of the cave as you exit, and you might notice a large stone under some rubble. You can use Ultrahand to highlight it and pull it out.
Rotate it to the correct position and insert it into the slate mural so Jiahto can read the full thing. This will give you a crucial hint to getting inside the Water Temple, and reward you with the Clues to the Sky quest.
