Patriots and Cowboys Favored to Land Tee Higgins if Bengals Don't Keep Star Receiver

Cincinnati is expected to franchise tag Tee Higgins.
In this story:

CINCINNATI — The Bengals are expected to use the franchise tag on wide receiver Tee Higgins to keep him in Cincinnati for at least one more season. Where will the 25-year-old end up if he does switch teams this offseason?  

The Patriots are the favorites to land Higgins (+200) according to BetOnline. 

New England does have the third and 34th overall picks in the 2024 NFL Draft. Could the Bengals trade Higgins to New England in exchange for the 34th pick? 

The Cowboys (+600), Bills (+800) and Jets (+900) have the best odds after the Patriots. 

It's worth noting that the Cowboys (24th) and Bills (28th) also have top 30 draft picks that they could use to pry Higgins away from the Bengals. Would Cincinnati trade with Buffalo considering both teams are AFC contenders? It's unlikely, but a Higgins trade in general appears unlikely at this point.
